Why not Building Capacity? Lots of people use that kind of terminology. Well, one of the things about the term building is that there is an assumption that you start from a foundation, from '}}, { timecode: 60, handler: 'blob', id: 5, data: {text: 'the bottom, and you move up. Now we certainly, as the NEA, support the idea of starting from the ground level with our educators and growing any kind of initiative up. But, there is more than that '}}, { timecode: 77, handler: 'blob', id: 6, data: {text: 'with this particular topic. Why didn’t we use the term Defining Capacity which other people have used. To me, defining capacity kind of implies a top down approach and that does not really work '}}, { timecode: 95, handler: 'blob', id: 7, data: {text: 'with this particular topic either. We decided to use the term Creating Capacity because it is something that all of us do together with a horizontal approach. That is really what today is about. DR. KATHLEEN WHITMIRE: Good morning. As Director of the RTI Action Network, which is a program of the National Center for Learning Disabilities, I understand the importance of '}}, { timecode: 176, handler: 'blob', id: 13, data: {text: 'professional preparation and professional development for effective implementation of RTI. As you will see in the position statement, which we have over at the table, I hope you have had a chance to '}}, { timecode: 187, handler: 'blob', id: 14, data: {text: 'pick up one of those, we see this as a critical component for effective implementation. I must say that I am sure many of you share this with me. We are very excited about RTI and we can see '}}, { timecode: 201, handler: 'blob', id: 15, data: {text: 'tremendous potential that lies within it to truly help all children succeed. My worry, having been in the field for so many years, more than I care to remember, is that I have seen some very good '}}, { timecode: 215, handler: 'blob', id: 16, data: {text: 'ideas go by the wayside because they were not implemented in supported well. For RTI to be successful and for all of us to know the potential of that framework, as much as we hope to know the '}}, { timecode: 229, handler: 'blob', id: 17, data: {text: 'potential of all the students that it will affect, we need to insure that those supports are in place. In building the capacity to preparing the educators who are working with these students, is '}}, { timecode: 242, handler: 'blob', id: 18, data: {text: 'essential to that. I know that today’s content and the information that will be delivered to you is going to help advance this. We are very pleased that we are able to have a format with all of '}}, { timecode: 255, handler: 'blob', id: 19, data: {text: 'you here bringing multiple perspectives, so that we can spend the time looking at this issue as it needs to be explored from all perspectives and all directions, and all levels. As Patti said, we have '}}, { timecode: 270, handler: 'blob', id: 20, data: {text: 'an agenda that has different levels of involvement today from a wonderful keynote, to the panelists, to the interactions. We have seven founding partners, we have sixteen implementation partners, we absolutely believe that for RTI to succeed every association, every organization, means to take it by the horns, '}}, { timecode: 384, handler: 'blob', id: 28, data: {text: 'develop programs, develop positions, and start to implement through their own membership and their own constituencies.
